20 teams into pools of 5 - rotating every week

I have 20 teams that I want into pools of 5

I want every team to be in a pool with every other team at least one time

5 week season

What you are asking for is not mathematically possible.  If you make a schedule, there will be some pairs of teams who never meet, and other pairs who meet twice.  In general this does not work if the pool size is greater than the number of pools.
