I have 13 teams that must play a minimum of 3 matches per day (maximum 4) for 2 days and then can play 2 matches on the third day. Only 4 courts can be used at one time, so only 8 teams can play at any given time with an additional 4 teams that are assigned as officials for each of the 4 courts. If possible, teams can only play back to back time slots, once per day or officiate then play (or play then officiate).  Each team does not need to play the same teams.  

So in the end, each team will play a minimum of 8 other teams (with a possible maximum of 10 other teams).  But all teams must play the same number of matches over the 3 days.

Can you oh mighty computer wizard help me??

Would the schedule below work?  This is actually a full round-robin, but I suggest that you leave out the last 4 rounds, which would give all teams, 4 games on day 1 (rounds 1 to 7), 4 games on day 2 (rounds 8 to 14) and 2 games on day 3 (rounds 15 to 18).  I believe it meets your criterion of no more than 2 back-to-back games in one day.  However, the only way of achieving this is to have the odd empty court in a round (shown by --- in the schedule ).  The table of 1s and 0s at the end shows the incidence of each team in each round, making it easier to see where back-to-back matches occur.
