I think the schedule below is the best that you can do. There are 18 pairs of players who meet twice, and 12 pairs who never play together.
(12 9 v 1 4) ( 6 3 v 8 11) ( 2 5 v 10 7)
( 2 4 v 5 6) ( 3 12 v 7 9) (10 8 v 1 11)
( 8 6 v 10 9) ( 4 11 v 7 2) ( 1 12 v 5 3)
(11 2 v 9 1) ( 3 8 v 4 5) (12 7 v 6 10)
