We have 8 players who will be playing 3 rounds of golf.  I need to have them play at least once with everyone and not repeat, if possible or as near as possible.

A good place to start would be here.  With 3 rounds of foursomes there is no solution to your problem, there will be at least 4 player pairs that never occur.
